Missouri MOVANS Changed in 2026
Missouri DPS overhauled local-jail notifications effective May 6, 2026. Existing registrations did not carry over. Anyone wanting alerts from a county jail or detention center must create a new registration. Use the current MOVANS public portal to do it. The state says phone and VINELink-app notifications for local-jail users stopped under this update. So older guides can steer you wrong.
One quirk deserves mention. A no-result response can simply mean the local jail's data feed is offline. For system help, Missouri lists 573-526-1929 and movans@dps.mo.gov. DPS also stresses that MobilePatrol and Missouri Sheriff Connect have no affiliation with the department or MOVANS. Neither should be mistaken for the state notification service or a Lincoln County Sheriff's Office booking app.
The official Missouri DPS change notice documents the new registration requirement and offline-jail warning.

This dated notice is the controlling source for the changed local-detention registration route.
Lincoln County VINELink Coverage
MOVANS stands for Missouri Victim Automated Notification System. The official MOVANS brochure calls it free and confidential. It tracks offender custody, court cases, and protective-order status through phone, website, or mobile tools where offered. Alerts can come by phone, email, text, or app.
The DPS Lincoln County victim-services page puts the Lincoln County Sheriff's Office in the state directory. That makes MOVANS a route worth testing. It promises no perfect feed. Not every detention center event reaches VINELink promptly, and the county's own jail page makes no blanket VINE participation promise.
Search MOVANS or VINELink first. Then confirm anything missing or urgent with the Lincoln County Detention Center at 65 Business Park Drive in Troy, reachable at 636-462-6507. The sheriff's victim-services directory listing uses 65 Business Parkway instead. That contact context lists 636-528-8546 and 636-528-8564.
Search Lincoln County Custody
Begin at an official state or VINE destination. Search for one known person. Extra identity facts help separate similar names, and current labels may differ from older guides after the 2026 update.
- Open VINELink or the current Missouri MOVANS portal and choose Missouri.
- Select the offender or custody function. Court-event registration is a separate service and should not be substituted.
- Search by case ID when known, or enter the person's first and last name. Older official instructions also describe an optional birth date or age range and an all-counties or single-county choice.
- Review all possible matches. Compare identifier, location, agency, and custody status before selecting a person.
- Open the matched record and use the current registration option if continued notice is needed.
The official VINELink search interface provides the national entry point to Missouri custody information.

A very fresh arrest may not appear yet. Intake and vendor sync can come first. For the newest Lincoln County arrests, compare the result with the Daily Arrest Report route.
What VINELink Custody Results Mean
MOVANS handles custody and notification. It does not reproduce the whole Lincoln County booking file. A result may identify the person and track custody. Charge, bond, image, or case details can be incomplete or live in another official system.
| Result item | Use and limit |
|---|---|
| Name and offender identifier | Help separate similar people; compare all available identity details. |
| Custody status | Indicates the reported state at the time of the feed, subject to lag. |
| Facility or agency | Shows where the reporting system places the person when supplied. |
| Case ID or record reference | May support a search, but should not be assumed to equal a county booking number. |
| Custody event | Can include release, transfer, escape, return to custody, death, or parole-hearing events where supported. |
| Registration option | Lets a user subscribe for a matched record through current phone, email, text, or app methods. |
| Booking photo | MOVANS is not the county's mugshot source and should not be used as one. |
A status report is a snapshot. It will not show every change to booked charges. Follow the public court case for hearings and outcomes, and lean on the county booking record for intake facts.
Register for Lincoln Custody Alerts
Registration attaches to the person you select. Custody and court-event registration are separate paths. Complete both if you need both kinds of notice; Missouri's brochure describes the service as free and confidential.
- Confirm the correct person and custody record before choosing registration.
- Use the current MOVANS portal for local-jail or detention-center alerts after the May 2026 change.
- Select an available delivery method. The state materials describe phone, email, text, and in-app notifications where supported.
- For phone registration, provide the phone number and create a four-digit PIN. Keep the PIN because it is needed to stop automated calls.
- For email registration, provide the address and complete the required confirmation.
- Register additional phone numbers or email addresses if needed, and update changed contact information.
Automated calls are persistent by design. The brochure says they can continue for at least 24 hours or until the PIN is entered. That loop is normal. It is not proof of a new arrest. When timing or safety matters, confirm with the facility.
Missouri also runs a toll-free MOVANS line at 1-866-566-8267 and a TTY line at 1-866-847-1298. They serve the state, not the Lincoln County jail. Phone registrants should guard the four-digit PIN, since entering it stops the automated call cycle. Keep it private and handy. Email users must complete a confirmation step. Update it whenever your contact info changes. The state workflow permits several phones and emails, so trusted contacts can share notice of the same supported custody event.
The current MOVANS registration screen is the official local-jail alert destination named by Missouri DPS.

This capture helps distinguish the current state registration route from unrelated commercial public-safety apps.
Lincoln Custody Events and Safety
MOVANS alerts can cover release, transfer, escape, return to custody, death, and parole-hearing events where the relevant system supports them. A release alert means one thing. The reporting service received a custody event, nothing more. It does not explain the case outcome, say why release occurred, or guarantee that no other agency holds the person.
Notification is one piece of a safety plan. Missouri warns users not to depend on MOVANS alone. Call 911 in immediate danger, and use the DPS help contact for system problems. For a current Lincoln County custody question, call the detention center rather than waiting on an automated alert.
- Release
- The reporting facility says custody ended there; it is not a finding of innocence or guilt.
- Transfer
- The person moved between reporting facilities or systems.
- Return to custody
- A later custody event was reported after a prior change.
- Court event
- A separate case-notification path, not the same subscription as custody alerts.
When MOVANS Finds No Inmate
A blank screen can mean many things in Lincoln County. The booking might be too fresh for the system. The jail's feed could be down, or the name might be spelled differently than you typed it. Releases, transfers, and private classifications also hide people from view. Missouri's data does not capture every custody situation either. Treat a no-result as a question, not an answer. Start with the Lincoln County Jail Division current-inmates link and note the time you checked. If live custody matters right now, call 636-462-6507; for an older booking or a booking photo, go through the sheriff's records route. The Lincoln County recent-arrests hub sorts live roster, archive, court, and record-request sources so each question lands in the right place.
Custody Outside Missouri MOVANS
MOVANS stops at the state line. Federal custody sits outside it entirely. The Bureau of Prisons, the U.S. Marshals Service, and ICE all run their own systems. A federal sentence calls for the BOP inmate locator. Immigration detention belongs in ICE's Online Detainee Locator System instead. Someone under Missouri Department of Corrections supervision may appear in the MODOC offender search and in a separate state notification path. County, state, federal, and immigration custody never share one pipeline. A Lincoln County arrest often starts a transfer chain, yet the county roster and MOVANS will not trail the person through each jurisdiction. Pin down which agency holds custody before you pick a locator. Note: JailATM and CIDNet handle funding and communications for the jail and are not public inmate-search or MOVANS tools.
VINELink Status Is Not Guilt
VINELink and MOVANS track one thing: custody events. They say nothing about the criminal case itself. A Lincoln County booking charge can be amended, dismissed, reduced, or resolved long after the notification record was made. The court file is where the case actually lives. Check the Circuit Clerk or Missouri Case.net for a filed case and its outcome. Custody status, booking facts, and the court result stay separate. A release or transfer alert likewise says nothing on its own about whether charges are still pending.
